
CEO, CIPP
Lindsay is the CEO of the Chartered Institute of Payroll Professionals (CIPP).
Lindsay is the CEO of the Chartered Institute of Payroll Professionals (CIPP). He is the team leader of a management team which includes: business development, qualifications, training, Payroll Quality Partnership (PQP), Information Technology, membership and internal resources, consultancy and policy and research. The eight department heads, the finance department and PA report to him directly.
Lindsay has been CEO since August 2008. Prior to this he was the CIPP’s Operations Director for two years. His particular passion lies in customer care and developing a forward looking and flexible organisation. Lindsay is passionate about payroll and embarked on The Foundation Degree in Payroll Management in September 2008 from which he has recentlygraduated in.
Prior to this, as a joint CEO of a small engineering company, Lindsay had first hand experience of all aspects of running a profitable business, including payroll, HR and pensions. Lindsay is currently a non-executive director of this company. Prior to this Lindsay was Group Financial Director of a USM quoted company and Chairman of some of its subsidiaries. Lindsay trained as a chartered accountant, won first prize in a national competition in a large accountancy firm where he produced a paper on strategy. He also became a member of the Institute of Taxation through passing his tax exams. Lindsay is currently on the Board of the National Association of Indian Payroll with his remit being strategic development.
Lindsay has aBSc (Hons) from Bristol University. He is a key runner and has completed the London marathon 3 times and the Great North Run4 times. He is married with four children aged 15 to 21.
Associate Director of Payroll Qualifications
Elaine Gibson has worked for the CIPP for over six years as a Payroll Trainer for IPP Education, a Senior Policy and Research Officer for the Policy Team and now as the Associate Director of Payroll Qualifications.
In her role Elaine is responsible for all professional payroll courses undertaken via the CIPP in separate collaborations with the University of Derby (UoD) and Worcester College of Technology (WCT). This strategic role includes the ongoing research and development of course provision to ensure that the CIPP qualifications suit today’s payroll professionals.
UoD collaboration: Master of Science in Business and Payroll Management, Advanced Diploma in Applied Payroll Management and the related BA (Hons).
WCT collaboration: Foundation Degree in Payroll Management (FdA) and Professional Certificate in Team Management.
In this role communication with both the students and the educational establishments is vital to ensure the smooth running of course provision.
Elaine has a varied payroll background spanning approximately 18 years, from running a payroll bureau for a small firm of accountants, to working for Ceridian Centrefile as a Payroll Executive in the Pay Centre in Leeds. Prior to her position with the CIPP she was the Payroll Specialist for Carlsberg Tetley.
Elaine holds the MSc in Business and Payroll Management through Derby University
Associate Director of Training
Her role with the CIPP covers the overall management and development of the training department.
Rose has over twenty five years’ experience in accountancy, Human Resources and payroll. Her career started in the Finance Department of one of the UK’s largest Local Authorities before moving on to work for a large global accountancy firm, where she managed a tax department and a payroll bureau service.
Her role with the CIPP will cover the overall management and development of the training department and customers care where she will have the opportunity to utilise and share her experience gained whilst being a Senior Payroll Training & Development Consultant at both CIPP and the Learn Centre.
Associate Director of Technology Enhanced Learning Development
Allan joined the IPP as a Training Consultant in 2006, and regularly presented our range of public and in-house training courses throughout the UK and since then has held the post of Training Coordinator, Head of Training and now Associate Director for Technology Enhanced Learning Development.
Following a career in Nursing both in the NHS and Armed Forces, Allan felt the time was right for a change of direction and after completing a degree at Edinburgh’s Heriot Watt University, joined a law and accountancy practice as a post graduate trainee where he was introduced to payroll originally on the pretence of providing maternity cover within the team. That was in 1997 and he has never looked back. Allan developed a passion for payroll and continues to be an unrelenting campaigner for the recognition of payroll as a profession.
Allan’s front line payroll experience was gained in the private sector, both with payroll service providers and within the manufacturing industries where he gained valuable experience in the implementation of payroll systems and procedures as well as developing a penchant for developing the skills of those around him. Allan joined the IPP as a Training Consultant in 2006, and regularly presented our range of public and in-house training courses throughout the UK and since then has held the post of Training Coordinator, Head of Training and now Associate Director for Technology Enhanced Learning Development.
In his current role Allan is in a position to focus professionally on both the present and future challenges affecting the learning and development of payroll professionals with a particular interest in the use of technology in learning.
Allan is a Certified Training Professional and a Certified Online Learning Facilitator.
Associate Director of Marketing and Business Development
Vickie has been at the Chartered Institute of Payroll Professionals (CIPP) since 2003 when she joined as Marketing Administrator. During her time at the CIPP, Vickie has taken on various different marketing roles and responsibilities before becoming Head of Business Development in December 2007 and Associate Director of Marketing and Business Development in 2011.
Through this role, Vickie is responsible for new business development, maintaining and building existing business relationships and the overall marketing and sales stategy and implementation of the marketing communications plan for the CIPP.
Associate Director of Policy, Research and Strategic Visibilty
Karen has 15 years experience in payroll and pensions, latterly at Carlisle City Council. She joined the Policy and Research team in March 2003 as a Policy and Research Officer and has since been promoted to Associate Director of the CIPP Policy and Research department.
Karen has the responsibility of ensuring an efficient service is provided to assist members via the Advisory Service, producing the weekly electronic newsletter - News On Line and regular PayrollProfessional articles. Karen also oversees and attends a number of consultation forums that includes HMRC, the Department of Work and Pensions and the Scottish Government. Karen is a member of the Admin Burdens Advisory Board, and also currently co-chairs the Employment Consultation Forum with HMRC's David Ellis. Karen has also been appointed the Secretary of the Pensions Faculty, and will utilise her Local Government pension experience to establish a high profile Faculty for the CIPP pension members.
Karen is a diploma graduate who has continued her involvement with the CIPP Education as a diploma tutor. Karen won Payroll Tutor of the Year award in 2005 and is has recently gained the MSc in Payroll and Business Management.
Associate Director of Internal Resources
Following many years as an Executive PA, Wendy diversified into business administration.
Since joining the Institute in February 2002 as the Administration Team Leader, she has taken on various roles and responsibilities. As the Associate Director of Internal Resources, Wendy is responsible for the day to day management of the Membership administration as well as the office infrastructure (facilities, health and safety, etc). She is also responsible for compliance within our effective quality systems (ISO9001:2008 and Investors in People) thus upholding the Chartered Institute's reputation by ensuring the provision of quality products and services. In addition, Wendy is responsible for the management of the administrative service afforded to our University of Derby students.
Senior Policy Liaison Officer
Diana joined the Policy and Research Team in April 2009.
Prior to joining the CIPP, Diana worked as an Area Manager for Scotland with Travelex foreign exchange.
Diana dealt with integrated HR & payroll, employment law, health and safety and the management of over 100 employees with Travelex. Her technical payroll experience comes from a former role with the MOD as a pay and personnel clerk and several years in the retail business working for Signet jewellers group.
Diana's responsibilities with the CIPP include writing News On Line which continually focuses on keeping members up to date with the ever changing legislation that affects payroll professionals. She also writes regular articles on current topics for PayrollProfessional and for a variety of external businesses including Government Business, Accounting Web, HR Bulletin and Softworld. Diana also attends consultation forums, conducts membership surveys for formal submission to government bodies and presents various updates at Member Forums, National Meetings and Annual Conference.
Senior Policy and Research Officer
Before joining the Policy and Research Team in April 2011, Helen worked for HMRC for 27 years.
For many years she worked in the Accounts Office at Shipley, collecting PAYE and Class 1 NIC and reimbursing Statutory Payments to small employers, before moving into Human Resources. An HR manager for four years, Helen also ran the payroll for the Accounts Office staff’s childcare scheme.
In 2004 Helen transferred to the Employer Team in HMRC’s Business Customer Unit, specialising in employer customer understanding, before supporting David Ellis, the Senior Civil Servant responsible for Employer Engagement.
Helen’s responsibilities with the CIPP include writing regular articles for the CIPP website and PayrollProfessional magazine as well as external publications, attending consultation forums with different government departments, conducting consultation surveys and submitting responses to the various bodies. She also presents the bi-annual Member Forums and keeps members in touch with the latest developments in payroll legislation.
Chair
Ian was sworn in as the new Chair of the CIPP at the 2011 Annual Payroll and Pensions Conference.
Having worked in a payroll environment his entire career, which is in excess of 31 years, Ian has experienced many areas of the profession. Ian has worked for Ceridian throughout his career commencing as a junior and progressing to his current role of UK Operations Director.
Ian is a huge supporter of continual professional development, having successfully studied for both the CIPP Diploma and the MSc in Payroll Management. He continues to support learning, encouraging people to study and supporting students learning by being a tutor of the CIPP Diploma for the last fifteen years. He has recently been elected as a Non Executive Director of the Chartered Institute of Payroll Professionals and is currently the Vice Chair of that body. An area of real interest is the study of Key Performance Indicators, what you should measure, why and how the measurement helps you to manage your business more effectively.
Vice Chair
Michelle was appointed as a Non-Executive Director of CIPP in 2008.
Having started work on a YTS at Midland Bank, Michelle fell into Payroll in 1993 at Lloyds Bank, moving to Capita when the contract was outsourced in 1995. She went on to become team leader before moving to be Payroll Manager at The Pertemps Group in May 2000. Pertemps underwent a restructure in 2004, resulting in the formation of ESOS Limited, it was at this point the Michelle was appointed to the position of Payroll Director.
Michelle is a great supporter of the CIPP, encouraging her staff to study for the qualifications and ESOS is also accredited under the PQP scheme. Michelle holds the CIPP Diploma and both the IOD Certificate and Diploma in Company Direction. She was appointed as a Non-Executive Director of CIPP in 2008. On a personal level, Michelle is married, has an eleven year old daughter and is embarrassed to say she has a season ticket to Middlesbrough FC.
Non Executive Director of the CIPP
Having worked in and around the payroll and HR industry for over 25 years, Eira cites getting elected as non-executive director back in 2008 as one of the proudest moments in her career.
Over the years Eira worked as Payroll Manager and then for a Payroll/HR Software House for over 16 years and through varying roles within that organisation, gained wide knowledge and experience working with many different payroll teams across the UK and Ireland. In 2006 Eira joined what is now known as Mouchel, as Head of Payroll and HR Services where for 3 years she took the team in Lincoln through a period of significant growth, changing them from the traditional inward looking public sector team to a truly professional outsourcing organisation. A great personal achievement for Eira was being awarded the CIPP’s own ‘Payroll Manager of the Year’ in 2007.
Eira set up her own consultancy company, Eira Consulting Limited in 2009 which allowed her the opportunity of working with a number of payroll and HR teams around the country, supporting, advising and guiding them to make improvements not only within their working practices but in their systems too.
Although Eira enjoyed working for herself, an offer from one of the leading technology organisations proved a challenge too great to resist and Eira joined BT Global Services late in 2010 in their Local Government Outsourcing sector in a role helping to shape and transform HR and Payroll Shared Services, putting it’s people and customers at the heart of everything they do, not dissimilar to the aims and objectives of the CIPP.
Eira regularly participate in meetings and discussions, writes articles for Payroll Professional Magazine and speaks at conferences and meetings, as well as continuing as a tutor for the Foundation Degree in Payroll Management which she has done for nearly 10 years.
Non Executive Director of the CIPP
Paul has worked in the payroll industry since leaving school in 1974. Having spent 20 years at a senior operational level in payroll, he left the corporate world in 2007 to set up his own HR / Payroll consultancy business.
His payroll experienced was initially gained in Local Government, where he joined APSA. He spent 20 years processing large local authority payrolls working his way up from Wages Clerk to Payroll Manager.
In 1995 he left the public sector and moved to the private sector working briefly for Midland Software, moving onto The National Grid before joining the RAC as their Group Payroll Manager. In his later years at the RAC Paul moved away from operational management to focus on specific HR and Payroll projects and systems.
He has also taken an active interest in payroll related software user groups, he chaired the Southern Midland Software User group, founded the Puma, Car plan P11D system user group and was a Director of Reunion and chair of the Peterborough Software PSE user group. He has also given presentations at the CIPP’s Annual Payroll Conferences, Softworld and the CIPD HR Software Show.
Since running his own business Paul has under taken many HR transformation projects which include, payroll outsourcing / offshoring and UK / global payroll consolidation for a large variety of companies in various industry sectors and he has also been helping a software vendor design a new payroll system for the UK SME market.
Non Executive Director of the CIPP - Pensions Faculty Chair
Cliff Vidgeon is currently Director of Human Resources at Aston University.
Cliff’s main employment history has been entirely within the public sector and he has been Payroll Manager (but not a particularly good one) a Pensions Manager (the jury is still out) before his reincarnation as a Human Resources Director.
His literary endeavours have included articles for the Institute’s magazine. The annual Compact Payroll Reference Book was Cliff’s concept, which he co-wrote and first published in 1999. He is a Director of JEC Training Limited which now owns the book.
Cliff is currently Chair of the Universities Superannuation Scheme’s (USS) Advisory Committee and also is a member of the employers’ side of the national negotiating body for pensions matters in Universities.
Prior to joining Aston University, Cliff spent 20 years working for the Birmingham City Council. He retains his links with Birmingham by working as Deputy Returning Officer for local elections.
Non Executive Director of the CIPP
Ian is the newest board member having been elected by the membership at the last conference. He has previously been a non executive director of the IPPM and Uniuser Ltd, the now defunct user group for users of Peterborough Software products.
After a short spell with the House of Fraser and four years with the Clydesdale Bank in his native Glasgow, Ian moved to Hampshire in 1977 where he joined local government and, very quickly, started his payroll career.
After several moves he ended his local government career in 2001 having reached senior management level in a large council in the Thames Valley whereupon he started his own consultancy and training company, which he continues to run to this day, alongside an accounts and tax practice where he is the qualified tax partner.
His involvement with payroll, from a professional point of view, goes back prior to the CIPP beginning with his payroll studies as a member of APSA, became a member of BPMA in the mid 1980’s and has stayed with it through all its transitions since.
He was one of the first tutors and examiners of the management diploma when it began in the early 1990’s, assisted with the development of the foundation and was the London examination manager for many years. Since then he has continued to work with the Institute on each stage of its educational and training material development and is already working on new developments now.
As part of a small team he helped to create Pay Advice, the first institute magazine, and created the first guidance booklet for students, StudentAdvice, an innovation which has only recently been revived.
More recently he has helped the Institute work on its processes for the new PQP for sole traders and owner managed businesses and his outspoken views have been taken into account in other areas of the Institute’s activities.
Currently he is Chief Examiner for payroll examinations with the AAT and has been involved in three reviews of the occupational standards for payroll administration, all of which has benefited the profession. In addition to this he advises the AAT on other matters, assisting them with payroll and other employment related issues in consultation with HMRC.
He has been a speaker at many meetings and ran the IPPM Thames Valley region for some years.
Ian is a fellow of the AAT and a member of the Association of Taxation Technicians.
Adviser to the Board
Currently an adviser to the CIPP Board, Gordon has served as Director since the start of the British Payroll Managers' Association until 2001 and then for a three year period to 2009. As adviser he takes on tasks as allocated and attends Board meeting and provides support to all initiatives.
He grew up in rural Derbyshire in the UK’s North Midlands and achieved six GCE O Level passes against all the odds. Constantly in trouble for talking, it is no surprise that a large part of his career has involved communication skills in one form or another.
His working life began at 16 at Derbyshire County Council where he quickly discovered that accountancy was not to be his chosen field although figure work has never presented any problem. His interest in people led him to move to Solihull in the West Midlands to further his local government career and he took up a position in the Payroll Office rising to Payroll Manager then assistant Director of Finance. It’s a period of life he remembers with fondness as it provided his first real taste of management and allowed him to make his mark within the trade union movement, firstly as a NALGO trade union representative and Chairman, then from the Authority’s side in handling the interface between the local authority and the various trades unions where payment and conditions were involved. This experience was invaluable in his development of people awareness.
Gordon was a founder member of APSA the first payroll membership and representation organisation in the UK which serviced the public sector. Later he co-founded the organisation which is now the CIPP (Chartered Institute of Payroll Professionals) for the private sector which, some years later, made him an Honorary Fellow for his services to the payroll profession.
During this period, at the age of 29 he undertook a part-time degree course at his own expense and achieved a BA (Hons) in Politics and Psychology, a period of life he found exacting (a wife and two small children featuring largely) but very rewarding.
The latter part of his public sector career was with Solihull Metropolitan Borough where he established a Customer and Public relations Unit with the brief to steer the local authority’s 13,000 employees closer to members of the public. This period brought him in close and regular contact with the media and he developed a strategy for training officers and councillors in the skills of handling the media effectively via a series of simple steps and processes, skills he shares with a wider public in his media training.
In 1988 Gordon set up in business, with a partner, a successfully the UK’s first payroll training company which has now been sold although he retains his international training interests in Johannesburg, South Africa.
Gordon now undertakes payroll consultancy assignments and has recently been working with one of the UK’s leading payroll bureaux.
