Policy and Research

The P&R function was ­formally established in 1999 with the intention of providing ­members with a voice at government forums as well as raising awareness of the role that payroll and pensions professions play in the business arena.

The P&R team represents over 5,000 members. It has been ­successful in ­working within a number of areas in government to improve the legislative guidance available to employers, helping to simplify new and current regulations and generally improving the dialogue between the payroll industry and the ­government. Importantly, national representation through the P&R team has enabled the CIPP ­members to share their opinions and concerns regarding relevant government proposals and payroll-related legislation.

The P&R team also speak at many other external professional body events and at software user groups.

The benefits of being represented
 

The P&R team strives to serve the needs of the membership by acting as a conduit via which concerns can be heard and ­addressed. These concerns gain credibility if they are supported by a thriving Institute where the members show engagement and where there is consensus to help the government de-regulate unnecessary regulations for employers. The function offers members the opportunity to create an agreed lobbying stance.

Members also benefit from the Institute’s member forums, where the P&R team give a formal update and host air-and-share sessions allowing members to discuss any issues they may have as well as network with other local members. For example, in May 2010 the Personal Accounts Delivery Authority (PADA, soon to be NEST) provided representatives to ensure the CIPP members understood the pension reforms and what it would mean for them.

The P&R team actively contribute to the media as experts in the field. The team provides monthly articles to ­PayrollProfessional and distributes a weekly e-newsletter, News On Line, ­covering all the latest industry news. The team also provide a quarterly newsletter for all Payroll Quality Partnership (PQP) accredited members.
