  • Diana Bruce

    Senior policy liaison officer ( W2 )

    Diana joined the Policy and Research Team in April 2009.

    Prior to joining the CIPP, Diana worked as an Area Manager for Scotland with Travelex foreign exchange.

    Diana dealt with integrated HR & payroll, employment law, health and safety and the management of over 100 employees with Travelex. Her technical payroll experience comes from a former role with the MOD as a pay and personnel clerk and several years in the retail business working for Signet jewellers group.

    Diana's responsibilities with the CIPP include writing News On Line which continually focuses on keeping members up to date with the ever changing legislation that affects payroll professionals. She also writes regular articles on current topics for Professional in Payroll, Pensions and Rewards and for a variety of external businesses including Government Business, Accounting Web, HR Bulletin and Softworld. Diana also attends consultation forums, conducts membership surveys for formal submission to government bodies and presents various updates at Member Forums, National Meetings and Annual Conference.

  • Elaine Gibson MSc ChFCIPP, MCMI, FHEA

    Director of people and quality, Dataplan Payroll Limited ( W4 )

    Elaine is now the director of people and quality at Dataplan Payroll Limited.

    Elaine was appointed education director in September 2016 with responsibility for delivering marketing and membership, policy and research, training, PCA, Scotland and online.

    Elaine Gibson worked with the CIPP for close to 14 years both as a payroll trainer for CIPP Education and as a senior policy and research officer for the policy team before moving to the role of associate director of professional education.

    Elaine was the CIPP programme leader for all professional courses covering a number of level three certificates and a Foundation Degree to Masters Level (MSc), undertaken via the CIPP in conjunction with our key partners including the University of Derby, Heart of Worcester College and the University of Worcester. In this role communication with both the students and the educational establishments is vital. Since achieving a teaching qualification 'Post Graduate Certificate in Professional Development' Elaine is also a fellow member of the Higher Education Academy supporting her role as both program lead and MSc tutor.

    Elaine has a varied payroll background spanning approximately 24 years, from running a payroll bureau for a small firm of accountants, to working for Ceridian Centrefile as a Payroll Executive in the Pay Centre in Leeds. Prior to her position with the CIPP she was the Payroll Specialist for Carlsberg Tetley.

    Elaine holds the MSc in Business and Payroll Management through Derby University.

  • Stuart Hall MCIPPdip

    Director, PayRun.io ( W1 )

    With over 35 years of experience in Payroll and HR sectors and a broad experience in sales, accounting and operations, Stuart enjoys opportunities to pass on my subject knowledge and helping others develop.

    He has experience of working at a strategic level, developing and implementing new concepts as well as understanding budgets and financial planning. From a payroll clerk and founder member of the BPMA to CEO of a multimillion turnover company, his experience is broad as it is wide. Having achieved the Diploma in Payroll Management, a further diploma in Applied Management. I then went on to graduate from Henley Business School, (University of Reading) with a Masters in Applied Management.

    Stuart has successfully built three companies, effectively building them into profitable businesses. Tax Filing Services Ltd (sold to an accountancy firm, 1996); PaySuite Ltd, an award-winning company for being the first ‘true’ cloud payroll software in the UK (sold to Intuit, 2014); Employer Services Ltd, started in 1999 with four employees, no clients, but a desire to provide a payroll bureau service which was second to none, that he sold in 2015, the company had 45 staff with over 400 clients and was bought by RSM.

    He has recently helped form a HMRC recognised UK payroll and Auto Enrolment API software that enables providers to deeply integrate payroll and AE functionality within their own software products without the overhead of maintaining compliance year on year – PayRun.io

  • Jill Smith MCIPPdip

    Policy manager, CIPP ( W2 )

    Jill was appointed as Policy Manager at CIPP in July 2017. Prior to joining Jill worked in local Government for 25 years.

    Due to the restructuring of the authority, Jill began working for East Riding of Yorkshire Council in 1996 and transferred to the payroll section in January 1997 as a payroll supervisor. Jill has gained a wealth of knowledge and experience in both local government and end-user clients which include fire Service, educational sector and the probation service.

    In 2005 the payroll was outsourced to Arvato and Jill was promoted to Senior Payroll Officer. This role involved implementing new clients onto the database, ensuring payments were made to HMRC, teachers pensions third parties every month and the reconciliation of year-end payrolls.

    In 2013 the section transferred back to ERYC and Jill progressed to Payroll Team Leader assuming responsibility for 6 staff, managing the day to day running of the department and ensuring that all legislation was implemented and staff were trained in both statutory and government policies.

    A diploma graduate and holding the certificate in Training Practice (CIPD) qualification Jill became a freelance trainer for CIPP Education in April 2015 delivering bespoke in-house courses as well as introduction to payroll, shared parental leave, holiday pay and legislation updates.

  • Justine Riccomini

    Head of Tax, ICAS ( W6 )

    I began my career in taxation in 1989 at HMRC in London and Manchester where I had the time of my life working in Large Business Employer Compliance for 9 years, involving UK-wide travel to carry out inspections of the UK's largest 3,000 employers.

     

    After deciding to work for EY in Leeds, I specialised in advising clients in all aspects of employment taxation, reward and HR matters at several different practices in the North of England and Scotland, which culminated in running my own HR and Employment Taxes consulting business, where I worked with around 90 clients across the UK and a large utilities company in Scotland. Through the experiences of working for different firms, and especially working for myself, I realised that I must be quite determined and actually enjoy working in tax!

     

    I became involved in tax policy after accepting a senior policy adviser position at the Office of Tax Simplification at HM Treasury, and thereafter I was offered a position at ICAS tax policy.

     

    I love my role at ICAS, which involves studying and analysing employment law and employment tax legislation as well as devolved taxes legislation, attending meetings at HMRC, Treasury, Revenue Scotland, Scottish Government, Scottish Parliament, Scottish Fiscal Commission etc.

     

    I respond to consultation documents, prepare papers and opinion pieces, and am responsible for proliferating ICAS' reputation as a premier knowledge hub for taxes. I do this by producing digital media, communications and articles for the ICAS membership community.

     

    I write articles for magazines such as Taxation, Tax Journal, PPPR and other industry and sector publications, respond to questions from journalists and present seminars on taxation at conferences and other related events. As a scrutineer of the legislation, I critically analyse Government policy and process and do my best to hold them to account.

     

    I run the Scottish Taxes Committee and Employment Taxes Committee which both report to the ICAS Tax Board and sit on the Scottish Tax Policy Forum, which is a collaboration between ICAS, CIOT and other expert panellists. I wrote the ICAS Guide to Scottish Taxes. I also sit as an expert panellist for the AAT employment and pensions panel. I’m involved with the Women in Tax network, I speak at my CIPD branch meetings and lecture at universities and colleges too.

  • Shaun Tetley MCIPPdip

    Payroll and pension manager, Portsmouth and Gosport Councils ( W3 )

    Shaun Tetley is employed as the Payroll and Pension Manager at Portsmouth City Council and Gosport Borough Council and has over 30 years' of payroll and pensions management experience.

    Shaun has been an active and supportive member of the Chartered Institute of Payroll Professionals over countless years. Shaun undertakes a number of professional activities in the UK  to support both the CIPP and the payroll and pension profession and these include:

    • Chair of the CIPP Public Sector SIG (a widely supported and well-attended forum that meets 3 times a year and has an active email engagement facility)
    • Chair of the South-West Payroll and Pension Group of West country public sector authorities
    • Chair of the UK HR/Payroll/Pension Oracle User group in the United Kingdom
    • Member of the South East UK tax professional body
    • Chair of the Hampshire and District Payroll and Pension organisation
    • Chair of the National Pension Software Supplier Engagement Group covering all public sector pension schemes
    • Member of the Teachers Pensions working group

    Shaun also delivers a popular update session at numerous events in the UK called 'Tetley's Top Tips'. This provides delegates with a regular topical update covering payroll, pensions and tax items.

    Shaun organizes the popular annual free CIPP public sector event in London (supported by PricewaterhouseCoopers). This attracts delegates from all over the UK.

    Shaun undertakes a very active role in the payroll and pensions world in the UK and has developed an excellent set of key stakeholder contacts. This includes high-level contacts at HMRC, Local Government Pension Committee, Teachers Pensions, TPR, DWP, BEIS, ACAS and other government departments. The benefits of direct contact with key policy officials are that clarification on policy or regulations can be obtained without delay to the benefit of the various professional organisations that Shaun engages with.

    Shaun has worked closely with the Local Government Pension Committee over the last 20 years and is strongly supportive of the scheme and the importance of encouraging new staff to join.

    In recognition of his outstanding contribution to the profession, Shaun was awarded membership of the top 50 payroll and pension professionals in the UK in 2016 and the Reward100 recognition in 2017.

  • Karen Thomson MSc ChFCIPPdip FHEA

    Partner, head of payroll and employee services, Armstrong Watson LLP ( W7 )

    Karen’s role is to ensure the payroll services offered by the company, are as efficient and as competitive as possible. Providing excellent customer service is a top priority for Karen and Armstrong Watson. Karen’s knowledge is extensive and covers all aspects of payroll, benefits in kind, reward packages including salary sacrifice, local government pensions, automatic enrolment and employment law. Karen has attained Individual Chartered Status with the CIPP, is a tutor and lecturer on the Foundation Degree and MSc programmes. A member of the HMRC Administrative Burdens Advisory Board and Employment and Payroll Group consultation forums along with being a CIPP Board Member.
