Technical information has been published to enable software developers to build payroll software products capable of reporting under the new RTI service. Some employers may also find this useful.

Employers who are not part of the pilot must join RTI in the period from April 2013 to October 2013. All employers will be using the RTI service by October 2013.

HMRC will pilot the RTI service with volunteer software developers and employers for a year, starting in April 2012 to make sure it is thoroughly tested.

The technical information published for software developers includes:

  • an updated technical pack for RTI internet submissions via Government Gateway, to reflect the need to cross reference data and payment details ('hash')
  • a technical pack for changes to the Data Provisioning Service (DPS)
  • Electronic Data Interchange Message Implementation Guidelines (EDI MIGs)
  • information on how reporting will work in particular business scenarios
