The CIPP introduced benchmarking as part of our membership benefits package to Full and Fellow members, as well as organisations who have been accredited with the CIPP's Payroll Assurance Scheme and the Payroll Quality Partnership.

Following completion, the above will be provided with a copy of the benchmarking report. Non-members have the option to purchase the results of the report.

The survey should take no more than 20 minutes to complete, if you have already been collecting your periodic data on the MS Excel spreadsheet initially provided by the CIPP on a monthly basis and you have access to the latest budget costs for payroll for your current financial year.

This benchmarking survey is designed to measure the four key strands of providing a payroll service. These are:

1. Accuracy, timeliness, completeness and the evaluation of the effectiveness of your end to end HR/payroll process resulting in every company who take part in the survey being awarded a Sigma level for their payroll service

2. Compliance with statutory filing/payment deadlines

3. Data security/confidentiality

4. An average cost per payslip which will help demonstrate, efficiency and value for money

Benchmarking is only beneficial if the information that is provided is accurate and honest, therefore we urge you to be as honest as possible when answering questions within this survey so that you can gain a true understanding of your organisation's payroll and how it compares with others in the market.

Six Sigma as a methodology to ensure quality has traditionally been used in the manufacturing sector to detect default parts etc. before they reach the customer. More recently the same methodology has been applied in the service sector to measure the effectiveness of transactional processes such as accounts payable and payroll. Our aim at the CIPP in offering this benchmarking survey is to measure/benchmark your payroll process with a Sigma level. A Sigma level of six being totally flawless (which in the service sector is not normally seen) whilst anything less than a Sigma level of three would suggest there is plenty of opportunity for improvement.
