The House of Commons has published a research briefing report into The National Minimum Wage: Policy and developments on 7 October 2025.
The 41 page report discusses the National Minimum Wage (NMW) history and introduction, different types of work, enforcement and compliance, the age-based bands and developments since 2024.
The thing the CIPP policy team are most interested in, and awaiting an update on, is the Low Pay Commissions (LPC) recommendations as to how they begin to close the gap between the 18-20 rate and the National Living Wage, to deliver a living wage for every working adult.
Key thing to note
In October 2024, the LPC made its NMW rate recommendations to the government, which were accepted in full. The LPC is now consulting and conducting research that will inform its recommendations for the levels of the minimum wage in 2026.
The LPC currently estimates the NLW will be set between £12.55 and £12.86 per hour from April 2026.
