Financial literacy, education and support are core to supporting individuals, as pay professionals will know. Government plays a part in supporting these aims and this is represented in HM Treasury’s new policy paper on their Financial Inclusion Strategy.
It is no coincidence that this report comes out during Talk Money Week, a week where financial aims are promoted and you are encouraged to be open and discuss these topics.
The paper explores 6 key areas:
- Digital Inclusion and Access to Banking
- Support for Savings
- Financial Resilience through Insurance
- Access to Affordable Credit
- Tackling Problem Debt
- Financial Education and Capability
The most apt area to explore for pay professionals is the second section on “Support for Savings”. This section explores the research carried out by Nest Insights and other organisations. A key case study by SUEZ UK is highlighted; this has been discussed at length in our own Annual Conference and Exhibition last year (2024) as something we believe is worth discussing.
With regards to next steps in this area, HM Treasury has noted the following:
- To help promote uptake, the FCA has published a landmark regulatory statement to give employers and savings providers the clarity and confidence they need to offer workplace savings as a valuable benefit to their employees
- MaPS, The Investing and Saving Alliance (TISA), and Nest Insight will bring together a national coalition of employers to further encourage the take-up of payroll savings
- The Department for Work and Pensions (DWP) has provided further funding for the next phase of research by Nest Insight into savings for self-employed people
- MaPS has updated its Savings Charter which sets out a series of commitments for savings providers.
These objectives, along with the objectives set out in the other sections, will be reviewed in two years from this publication to provide updates on their progress.
The CIPP Policy team is part of HM Treasury's financial inclusion panel, and will continue to feed into this important work and ensure progress is made in these key areas.
