PAYE Starter Checklist 2019-20 - HMRC update

On 12 February a printable version of the Starter Checklist for 2019 including PGL information was made available on GOV.UK which was then inconveniently removed.


It was reported to HMRC through various channels and we will let you know as soon as a version becomes available. In the interim HMRC has provided the following update:


“Employer Bulletin

The publication of the Employer Bulletin February 2019 was brought forward by one week due to wider circumstances beyond our immediate control. The potential impact on the customer and HMRC was considered in this decision. However, the earlier publication coincided with an unexpected IT server issue which, whilst beyond our control, slightly impacted the availability of the starter checklists. The Employer Bulletin team did ensure the Employer Bulletin February 2019 landing page was updated to inform customers on developments. Although we appreciate that this has caused confusion and we apologise for that.


Starter Checklist

Due to re-styling for standards, the look of the form was changed and questions were reordered. This has been brought to our attention by key stakeholders and we would like to thank them for this and apologise for the confusion.


To address the issues raised


  • We have reinstated the earlier 2016 version of the Starter Checklist on and have removed the new 19/20 version.  (21/02/19)
  • We are urgently commissioning the work to rectify the 19/20 version of the checklist. The new version will be reinstated as soon as this work is complete. We will keep stakeholders updated as soon as we have a date for publication.
  • We are aiming to have both the ‘old’ and ‘new’ checklists available and identified by the tax year. This is under discussion and will be confirmed asap.
  • We intend to issue an alert to make people aware of the situation. This will be issued via e-alert by the end of the week or early w/c 4 March.
  • Further updates will also be included in the April editions of the employer bulletin and Agent update. The link in the February edition of the employer bulletin will still go to the same landing page. This is where the starter checklist will be located.
  • In relation to specific queries about the ‘both a Plan 1 and Plan 2’ question and the Direct Debit question. Guidance on is in the process of being reviewed and will be updated to cover these areas, where required.”
