Following on from the technical consultation which ran from September – October 2023, new regulations have been passed, coming into effect from 6 April 2024, which mean only one full payment submission (FPS) is required per pay period, even if an advance is paid during that period.

The policy team responded to last years consultation, and are pleased to see the new regulations have been passed, which will result in less administrative burden for employers and payroll service providers, alongside less disruption to employees in receipt of Universal Credit who may receive salary advances from their employer.
