There are a lot of consultation currently going on, and with the government going into recess it has given us a lot to think about while they are on the break.

The CIPP policy team has been busy responding to a selection of these consultations. Two more are now available on our consultation responses page in the policy hub for members to view:

The tax administration framework review: creating innovative change through new legislative pilots

This consultation explores allowing ‘sandboxes’ which would give employers the ability to trial and test upcoming changes. This would allow testing to be done alongside normal processes as they actually happen and for HMRC to receive valuable feedback based on experience rather than estimations on how things could work.

The CIPP are broadly in agreement that this would be beneficial, but have raised some points around how it is implemented and incentivised.

 

Retained EU employment law reforms

As we start to implement laws and regulations into UK statute there are areas that could be changed now EU law does not need to be accounted for. As a continuation of previous consultations, this one asked a number of questions around holiday pay, namely allowing the use of 12.07% or similar percentages to roll up holiday pay.

There is much to consider here and this is likely to carry on for some time until a satisfactory solution can be implemented. The CIPP really wants to highlight the need for adequate guidance and assistance for employees and employers in this area to make it a success.

In addition, there are potential changes to TUPE rules for smaller businesses.
